Grand Prince of All Russia and Assembly of Princes on the basis of the strict mathematical data and information from numerous observers behind a course of elections to the State Duma of the Russian Federations which were taken place 04.12.2011 assert, that results of national will have been completely forged by executive authority of the country, including the Central Electoral Committee (CEC) of the Russian Federation under management Mr. Churov and Local Electoral Commissions (LEC).

Results of false elections have been published by the CEC 09.12.2011 and became the immutable proofs proving a penal crime of the suffrage, accomplished by group of persons - executive authority of the Russian Federation and members of the selective commissions of the Russian Federation. These data as reliable, Uniform Russia, the Communist Party of the Russian Federation, Fair Russia and LDPR have been confirmed with the President of Russian Federation Mr. Medvedev, Prime-minister Mr. Putin, Chairman of CEC Mr. Churov and management of parliamentary parties.

Total falsification of results of elections is brightly shown on the final histogram in which the data on several thousand LEC are shown. On a vertical scale the percent of voices from list structure of voters is represented, and on a horizontal scale is resulted attendance on the territorial selective commissions. Dark blue square the voices sent for Uniform Russia are marked, and green square voices for all other parties of the Russian Federation are marked. On the histogram it is perfectly visible, that after a point of 30 % of voices of voters the curve of voices of other parties aspires to zero, and the curve of the voices sent for Uniform Russia, aspires to 100 % (Graphic 3).

Thus, the facts of mass falsification of results of national will of voters of the Russian Federation 04.12.2011 are opened. We shall repeat once again, that any independent expert or commission of experts can confirm these data.

In criminal arrangement on falsification of results of elections to the State Duma of the Russian Federation all parliamentary parties and the top management of the country are noticed. They have once again proved to Russian people and world community that are impostors and usurpers executive and legislature in Russia.

We count taken place elections illegitimate by results of which, all persons of executive authority involved in the facts of mass falsifications of results of voting, should be instituted criminal proceedings.

We believe that all parties past in the Duma should be deprived the state registration. After correction of the selective legislation it is necessary to appoint new, fair and fair elections in which all political movements and parties which till now are not registered by official structures of executive authority should take part. Procedure of registration should have notifying character, without what or numerical restrictions of members of a party.

Elections are possible only after acceptance of the new law on elections. The working President of the Russian Federation can let out such law, having signed the corresponding Decree.

In the new law it is necessary to fix the following positions:

1. It is possible to use for voting only transparent urns without any electronic devices for reading the information from the bulletin.
2. Each bulletin should have personal number with tear of coupon which remains at the voter.
3. The data on voting with use of personal numbers of bulletins are brought in final reports LEC which are transferred in the CEC. After elections any voter will have the right to check up in a database of the CEC correctness of the voting for possible protest of forgeries.
4. After closing polling districts severe procedure of opening of urns, calculation of voices, registrations of final reports and data transmission from LEC in the CEC should be fixed. Procedure should be painted on minutes and hours so that in case of its infringement members LEC could be subjected to criminal prosecution for infringements of procedure of processing of bulletins and a total.
5. Only after full processing all data LEC and accommodations of these in electronic base of the CEC probably official announcement of results of voting.
