The Highest Decree Bishop Bernardo Saturnin Moutou is appointed by the Plenipotentiary Ambassador of Holy Russia in Gabonese Republic with the purpose of an establishment of diplomatic and friendly attitudes between Gabonese Republic and Holy Russia. By the Highest Decrees of Grand Prince of All Russia and Pontifex Maximus Valeriy Viktorovich Kubarev are erected in dignity of Archbishop of Nigeria of Nova Church of Holy Russia Prof. Valentine Oforka Nwankwo and Bishop of Gabon of Nova Church of Holy Russia Bernardo Saturnin Moutou. New Archbishop of Nigeria and Bishop of Gabon are blessed by Pontifex Maximus Valeriy Viktorovich Kubarev on service of Nova Church of Holy Russia in the name of the Father, Son and Holy Spirit.
