The text of the Decree: THE DECREE GRAND PRINCE OF ALL RUSSIA About questions of formation of Russian Imperial House of Rurikovich Will of God and my command, with the purpose of development of idea of monarchic statehood of Russia, in the name of the peace and prosperity of Russia, in the name of restoration of historical validity, in the name of strengthening the international friendship: 1. The Highest Decree I grant Title Count of Russian Imperial House of Rurikovich to knight Ales Cepek. 2. The Highest Decree I grant Title Duke of Russian Imperial House of Rurikovich to Doctor Francesco Paolo Scarciolla. 3.
